I am going to keep the counseling in jee mains with 80 percentile in obc category with all India rank 217000 and category rank 71000.suggest me what colleges should I keep for cse?

According to the category rank you have mentioned in the question you cannot get any of the NITs or IITs or other institutions of national importance with CSE branch as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission in CSE branch on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.
