Hello,

As you're in 10th Standard, and there is long way to go before appearing for exam, that is two more years to complete school, and in case you choose to pursue BTech CSE as you said you want to go for CS group, I'm assuming that, so four more years, hence a total of six years, right now I'll say focus on your academics because that's a priority, if you start your preparation for UPSC from college itself that's more than enough but the thing here is you have to balance your studies with UPSC prep and you come from a science background and UPSC is more humanities oriented, hence there can be a clash, but if you plan and prepare your schedule well, it'll definitely yield good results, I would say once you get into the college, in your spare time develop a habit of reading newspaper on regular basis, whether it's The Hindu or The Indian Express, become well acquainted with the syllabus, take a print out and go through it, it will help you understand what  are the demands of the exam, and you'll also get to know what all to read in a newspaper, and don't stop reading newspaper till the day of your interview, when it comes to study materials, always keep it limited, revision is the key here, it's always better to go through  one book many a time than many a book one time, start off with NCERTs as this will build your base strong, and then move  towards standard books, go through previous  year paper, practice answer writing in advance, you can easily find topper answer sheets online, that will help you in understanding how to present your answer in a holistic point of view, apply mock papers and test series on regular basis as this will evaluate your preparation level, but most importantly don't let your studies suffer because of this preparation, remember you can also give this exam after graduation, I'm again emphasizing on your priority  of your studies, because it does matter tremendously and UPSC do tend to be unpredictable, so if you want to have a back up plan, then it becomes a lot more important to balance the both, hope it helps.
