You can apply for all India quota for your own state . You have domicile of haryana. But for getting seat through all India quota you must have good score  enough to apply for AIQ. If you are from general category, then you must score  minimum 600 to get a seat through all India quota.

The Counselling under 15% All India Quota seats (except Jammu Kashmir) and all seats of Deemed Universities/ Central Universities/ Seats of ESIC & AFMC including Delhi University (DU), BHU,AMU, AIIMS & JIPMER will be conducted by the MCC/DGHS on the basis of NEET score.

Candidates have to register on https://www.mcc.nic.in/ for this. There will be two rounds of counselling.
