I don't think so because the choice is locked and CSE seats must have been over till now. But one thing you can do which many of my friends tried and few of them succeeded is that you can try for a Branch Switch after your first year.

You just have to work hard and try to get a cgpa above 9.6 or 9.7 may be 10 depending upon the students and the competition or in short you should top your batch in 1st year and then apply for CSE or ECE or any Branch you want.

It is not Guaranteed that you will surely get but you could try.
