After completing your 12 the class you should complete your graduation in a recognized university in your interested stream. After that only you are eligible for the upsc exams.

Upsc exam:-
It consists of 3 stages :-
.
2. a subject of Nepal, or
3. a Subject of Bhutan, or
4. a Tibetan refugee, who came over to India before 1st January 1962 with the intention of permanently settling in India, or
5. a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India.

Eligibility criteria for the upsc exam:-
- Nationality
- For All India Services (IAS and IPS), the candidate must be a citizen of India.
- For Other Services like IRS, IAAS, IRTS etc.,
- the candidate must be either
2. a subject of Nepal, or
3. a Subject of Bhutan, or
4. a Tibetan refugee, who came over to India before 1st January 1962 with the intention of permanently settling in India, or
5. a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia or Vietnam with the intention of permanently settling in India.

Educational Eligibility
- The minimum educational qualification for IAS exam is that a candidate must hold a degree from any university incorporated by an Act of the Central or State Legislature in India, or other educational institution established by an Act of Parliament, or declared to be deemed as a university under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
- Final year students can also appear for the UPSC IAS exam, but they should get their graduation completed by the time they appear for Civil Services Mains Exam
.Age Limit and Number of Attempts:-
- Applicants should have attained a minimum age of 21 years and a maximum age permissible age of 32 years as on 1stAugust 2019, as per the official age criteria.
- The age criteria and its relaxation (on the basis of category) decides the number of chances you get to appear for the UPSC exam. The restrictions on the number of times this exam can be taken are as follows
- For General Category: 6 attempts till 32 years of age
- For Other Backward Class (OBC) category: 9 attempts till 35 years of age
- For Scheduled Caste/Scheduled Tribe (SC/ST) category: unlimited attempts till 37 years of age

Hi,
See with arts stream you have a nice option to for exam like ips and other civil services exams. You need to go for hitory honours from any good university so that you have a knowledge of the subject and with graduation you can continue to prepare. All the best!
