Yes, you can apply for JEE.
The main thing is that you have to build your concentration level, then only you can stay focused on your goal. I would like to say that please limit the study time between 10 to 12 hours and please increase your concentration and speed of reading, understanding and solving the problems then you will not face any kind of difficulty.
First of all you have to stay focused on your 12th board exam because you should have secure at least 75% marks in the 12th class board exam, or be in top 20 percentile in the 12th class exam conducted by the respective Boards. Then only you can eligible to get NIT colleges and to appear in the jee advanced exam.
For preparation of exam, the most important thing is your confidence after that we talk about syllabus. You should know the whole syllabus of jee main exam. Your basics in Physics, Chemistry & Mathematics should be very clear upto 12th std. You should read the NCERT books for basics. Then HC Verma for Physics, RD Sharma for Mathematics, OP Tendon for Physical & Inorganic Chemistry, and Organic Chemistry of "Arihant Publication" for detail or extra knowledge.
You should also try to solve the previous years question papers, this helps too much and you should also give the mock test to rectify yourself and build your confidence level.

To be eligible to appear in JEE Mains you must meet its eligibility Criterion.
The eligibility criterion for JEE Main is as Follows
2.9 Eligibility for appearing in JEE (Main) – 2019 2.9.1 Age Limit For appearing in the JEE (Main) examination there is no age limit for the candidates. The candidates who have passed XII examination in 2017, 2018 or appearing in 2019 irrespective of their age can appear in JEE (Main) Examination – 2019. The candidates should satisfy themselves about the eligibility of age limit requirements of the Institutes in which he/she is desirous of taking admission. 2.9.2 Year of Appearance in Qualifying Examination (QE) Only those candidates who have passed their Class 12th Examination or any equivalent qualifying examination in 2017 or 2018; or those who are appearing in their Class 12th Examination or any equivalent qualifying examination in 2019 are eligible to appear in both January 2019 and April, 2019 JEE (Main)-2019 Examination. Candidates who passed Class 12th/Qualifying examination in 2016 or before as well as those who will appear in such examination in 2020 or later are not eligible to appear in JEE (Main)– 2019. 2.9.3 Number of subjects in the Qualifying Examination (QE) Candidates must have taken at least five subjects in class 12th/qualifying examination in order to be eligible for writing JEE (Main)-2019. The candidates who have taken four subjects are not permitted to write JEE (Main)-2019 and if such candidates appear in JEE (Main)-2019 by furnishing wrong information, their rank/result will not be declared.
