In my view even if you don't know anything that is taught in plusone, you can learn plus two things.But you will have difficulties with jee main and jee advanced that is in jee main's and advanced exams 50 percent questions are coming from plus one portions.And some time plusone topic may be greater in percent than 2nd year topics.

As per your question, if you haven't learnt anything in 11th, you might face problem understanding some topics in 12th but that not a greater problem, you can work through it by working hard.
But this might be a problem for you in appearing for JEE MAIN and JEE ADVANCED. Because the syllabus off JEE constitutes the whole of 11th and 12th syllabus. For that you need to study or at least go through the 11th syllabus.
