If the transfer dates are over , unfortunately their is nothing you can do now except for contacting college administration regarding this issue , only they can help you now so go talk to college administration and explain the genuine reason why you were unable to transfer when the transfer dates were open. If you have a good enough reason they will surely help you and solve your issue .

Also it is not a good idea to change your course when it is halfway done.

Dear candidate since you are already pursuing your B.Sc Agriculture Study and in your 3rd Semester, shifting your college will be a bit difficult specially when the dates are over. However there is one solution that you can apply is to contact your Institute, where you wish to take admission, send a mail to their official mail id stating your issue and reason behind exceeding your deadline and they will positively give you an alternate solution.
