I am in 3 year of BA.LLB (integrated course of 5 years ) that's a final year of BA . can I appear for UPSC . ?

Yes sure, but you will have to see that the institute in which you are studying provides a provisional or bona fide certificate to you after completion of 3 years because technically by that time you will finish your BA or BBA. Many universities formally provide BA certificates after completion of three years.
