Yes, you are eligible to apply for state quota. As to my knowledge, there is no prohibition from acquiring a MBBS Seat while already enrolled in a professional course. Based upon your score in NEET 2018, and the previous year cutoff, chances are less for admission to Government Medical Colleges under All India Quota. You may have chances for admission to government colleges under state quota.
