I am in btech 1st in a uptu college, is there any registration problem if I apply for another uptu college?

No, but make sure that you get your name canceled from the current college(take NOC) and also assure that you will be getting admission for sure in the college you are going to apply.
It would be better if you go the respective college offices and get the information. So as to avoid gap in your education.
