NEET is a National level common Entrance test to get admission in Various Medical Colleges in India. Speaking about the age eligibility criteria, one must be minimum 17 years of age as of Dec 31st,2019. I think you  meet that criteria. You are eligible.

Yes. You will be eligible to appear in NEET 2020. According to rules set by National Testing Agency (NTA), to appear in NEET 2020, the age of candidate should be 17 years on or before December 31, 2020 which is true in your case. So give your 100% efforts and prepare well.
