The eligibility of UPSC examination is to have graduation from any stream. So after your undergraduation you can apply for UPSC examination.

In order to study for UPSC examination you have to be thorough with its paper pattern and have knowledge over all subjects.

Make sure you have relevant books and read all daily affairs happening around the world. These are basic techniques in order to build foundation.
