I am in class 12(PCB) and will give boards in 2022. i am not prepared for neet 2022, so will it be okay not to attempt neet this year i.e. 2022 and take a drop year and attempt next year i.e. 2023? Is there any rule that says its compulsory to attempt neet in appearing year of 12th?

Yes, you can definitely choose not to attempt Neet 2022 and don't worry you can appear still appear in NEET 2023 without attempting neet 2022 and onwards as well, there will be no problem.
This is because,
There is no rule which says that if you skip Neet for this year i. e your 12th appearing year or any year, you become ineligible for next year neet . So, don't worry you will be eligible for Neet 2023 even if you skip neet 2022 and even eligible beyond neet 2023 because there's no attempt limit for neet.

-------------------) Qualification required :-As per Neet eligibility to be eligible one must be either appearing for 12th board examination or should have passed 12th board examination from any recognised board with physics, chemistry ,biology/biotechnology and English as core subject.

Lower age limit:- to be eligible for neet one has to be at least 17 years old or more by 31st December in the year of appearing for the examination .

Upper age limit :-There's no upper age limit for NEET. Earlier there was upper age limit of 25 years which was pending in supreme court, on 9th march 2022 NMC in its notice has removed upper age limit. ††††† My Personal opinion :- I would suggest you to appear in NEET 2022 examination instead of skipping it. I know there are times when aspirants feel that they are not ready for the examination but trust me this is totally normal and you still have decent time to prepare well for Neet 2022 examination and in the worst case even if you are not able to perform well in NEET 2022 you can simply take a drop and appear for Neet 2023 but appearing in NEET 2022 will be an added benefit as you will have the Real Experience of Neet examination and you will get to know the types of questions which are asked in the examination, their difficulty level etc so that you can prepare accordingly in your drop year

No there is no any such kind of rule, if you are not prepared for NEET UG 2022 then you can give it as a mock test and you can take a drop and appear for NEET UG 2023, there is nothing wrong in it. This is because there is no attempt limit for NEET UG so any candidate can appear for NEET UG any number of times.
But t o appear in NEET UG you need to satisfy some eligibility conditions :-
For 10+2 or equivalent :-
>>>>> You need to pass separately in theory as well as in practical of PCB.
>>>>> If you belongs to General/UR category then your aggregate of PCB (Theory + Practical) should be equal to or more than 50%(40% for SC/ST/OBC and 45% for PwD).
>>>>> You should be pass in English subject as well.
So if you satisfy all above conditions then you are eligible for NEET UG 2022 with respect to the criteria of marks.
Complete NEET UG ELIGIBLITY CRITERIA :-
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it.
** You minimum age should be more that or equal to 17 years by December 31st 2022, as per the current eligibility criteria.
** Now there is no upper age limit for NEET UG.
