I am in general category and if the cutt off in neet ug 2019 is 691 and i am getting 415 marks ,may i get government college in kanpur .

Well, since you were not in the cutoff rank, it would be a bit difficult to get the government college.

I would recommend to make a list of NIT's you want to apply to and email them your score.

There are still plenty of good colleges that you can apply for and pursue the subject of your dreams.
