After the completion of your B.com you can directly apply for UPSC examination as the eligibility criteria for UPSC exam is that a candidate should have a graduation degree from any recognised institution.
Since, you are in the final year of your B.com I would recommend you to start preparing for your UPSC exam and completely focus on it.

If you have decided to take this exam then you must have also decided the subject which you are going to take as a optional paper in the mains examination of UPSC CSE . So, if you have decided your optional subject, you can do your masters in that particular subject. This way, you will get a chance to prepare your optional thoroughly in depth by studying it in the college. It will be very beneficial for you to do masters in that particular subject.
And if you have not decided yet, then do it as soon as possible because optional plays a big role in this exam. So choose your optional According to your area of interest and then you can do master's in that subject.

I would request you to kindly elaborate your question regarding masters. And regarding the union public service commission , they will release the application for the examination on 2nd of February. The last date to apply for the upsc IAS is 22nd of January. Candidates can apply at the official website which is upsc.gov.in.
According to the calender, the prelims is scheduled to be carried out on 5th of June. And mains exams who will clear the prelims will be carried out on 22nd of September.
