It is such a good thing that you are inclined towards Public Sector Jobs. It actually is a safe choice for long term but the harsh reality is that there are not plenty jobs out there in PSUs for a Btech graduate. I mean there are definitely in DRDO, ISRO etc but not enough. When jobs are less competition is more this is why people take private jobs often after doing BTech in CSE. And jobs in PSUs are not very high paying, they graduallly increase the salary while in Private Sector you can grab a high paying job right away.

yes .it is possible you have to qualifiy GATE exam with a good rank.it means you will have to score under 1-200 after that you will qualifiy for interview round for psu.psu like BPCL,HPCL.BARC,DRDO are recuriting through gate score.
