Yes, you can apply for Tamil Nadu common entrance exam even though it is conducted by Tamil Nadu State Government. But most of the seats are reserved for home state students. Only 16 seats were their in 2018 for Southern Region states which include Andhra Pradesh, Karnataka, Telangana, Kerala, Puducherry (12 for General and 4 for SC/ST) states. So, chances are very rare to get a seat in Tamil Nadu colleges but still their are seats available which you can get you score very good marks.
