For applying to government seats in karnataka and being from outside karnataka you can do it through 15% ALL INDIA QUOTA i  whichever category you belong, or you will be considered for general UR category if you are from general for obc/sc/st if you belong to these categories for AIQ for government colleges though.

The seats you mentioned above are GMP and OPN which are used for seat allocation in private colleges as follows:

• Open quota seats are those seats which are open to all based on all india merit i.e., Anyone in India can compete for these seats based on All India Rank.
• (OPN) - Open Quota - Note: Non Karnataka candidates eligible only for Open Quota
• GMP is General Merit-Private (Karnataka) that is applicants from karnataka only

So since you are not from karnataka you will be alloted seats in OPN category
