I am not a GATE qualified candidate. Am I eligible to apply for Mtech admission in Design through DTE Maharashtra for 2019 year ?

sorry. you cannot apply for mtecch through dte. DTE has strictly set the rules, candidate will be taken on the basis of valid gate score. however dont loose hope. there are other several university where gate score is not mandatory. Like BITSHD, VELLORE INSTITUTE OF TECHNOLOGY..

I got 13.22 marks only. Should I begin to enquire different private colleges for admission from now ?

yes. you can check different pvt college. but also there is some govt colleges where gate score is not mandatory. like jadavpur university, iiest shibpur, nit durgapur. see before joining mtech please have a research on the placement record of the colleges from previous years.
