Hey Suhas! KCET is a state-level exam, managed by Karnataka Examinations Authority (KEA). It is an offline exam, held for admission to Engineering, AYUSH, Farm Science, B.Pharm courses. Citizen of Karnataka or candidates who have studied in Karnataka can avail separate KCET Reservation. The minimum age to apply for the exam is 17 years. But other state students are also eligible for the exam. Hope this may help you.

Definitely you can allowed for KCET even if you do not reside in Karnataka provided that you belong from India as the rule says that one has to be an Indian citizen to be eligible. Apart from that, you will also need to fulfill other eligibility criterias as well for which you can refer to the link.
