You have to remove your Descripancy in Uploaded image. after that you will be able to download your admit card. Follow the given instructions below.
1. Visit the JEE Mains website or link given below.
2. Click on Remove Descripancy in Uploaded Images
3. Enter your login details.
4. Upload proper image as per CBSE Board Norms.

Your phone must be having some privacy policies try removing them and try again.
