Yes you can and you must to be on a safer side.
I agree that B.com isn't a value addition in terms of knowledge but you'll not have to put separate efforts for clearing it.
You can pursue graduation from a regular college as well as correspondence . You cannot do article-ship along with the regular college. But the professors are considerate enough at least in Delhi university that they allow you to pursue article-ship and mark your attendance when you aren't able to attend the college. The subjects in IPCC stage of CA and most of B. Com (H) are the same. The level of difficulty in CA is high nonetheless.
It depends on which college you persue your BCOM and what are the timings of your college lectures. If you can manage your CA classes with the college timings, definitely you can manage with both CA and B.COM as you don’t have to put much efforts on B.COM. Most of your B.COM course will be covered in the CA curriculum.
After you clear your IPCC, and when its time for you to join for articleship, you should join after B.COM as it becomes too difficult to manage the work with college. This is because you are required to go for outstation audits (if you are in an audit firm) and if you have your B.COM exams at that time, managing both becomes a pain.
Therefore, it is better to complete your B.COM while you clear your IPCC.
My advice would be to focus on CA subjects, practice them well and you will realize that B. Com (H) subjects are already taken care of.
