Hello. As far as UG engineering and B.Sc courses concerned, opening and closing ranks of JEE Advanced are the sole criteria for determining the cutoff. Candidates who clear the cutoff specified by the institute shall be declared eligible for admission in various programmes.

Your rank may not be sufficient to provide you a seat in IIT Kharagpur even under your category. AS we know IIT Kharagpur cutoff 2019 for JEE Advanced will be issued in online method with opening and closing ranks for all sort of contenders. This cutoff will vary from one B.Tech programme to another and one category to another depending on getting to know specific factors that are required to formulate it.

The closing rank for CSE branch in iit kharagpur is 137 in 2018 and 127 in 2017 for obc category . So according to there is high  probability to getting CSE in iit kharagpur . So wait for councelling. Best luck for your bright future.
