I am OBC..I got 96 mark in keam and 43 mark in ISC can I get government seat for engineering??

If by 43 mark in ISC you mean 43%, then sorry to tell you that most government colleges require a minimum of 75% for admission. It is an eligibility besides the required score in entrance exams. As your 12th percentage is 43%, you don't qualify for government colleges. However, you can try some private institutes.
