I am in the same boat. Last year, OCI were eligible as per court order, but this year again we are not eligible.

As per the news in Hindu, OCI students are eligible. I called the helpline and they said only for medicine and not CET.

If you have an ID proof with address of Karnataka or anywhere in India and Indian Citizenship then you can apply for KCET 2020 as an Indian student otherwise you would have to enter the category of NRI while filling the registration form. These are the only requirements.
