I am pay 40000 but not freeze seat in 3rd counselling . Is I have to withdrew money to participate in spot counselling

Since you have not mentioned which college or university you are referring it proves extremely difficult to provide you with a satisafactory answer. The admission procedure vary for the different colleges and universities and so it would be much appreciated if you could mention the same.
