If you ask me, without a second thought, go for Chandigarh University. Reasons are many but most importantly, NIRF ranks, both for Engineering and overall, Chandigarh university has far better ranks than LPU. Secondly, Chandigarh University is located in close vicinity of Chandigarh, well connected to airports too.  whereas LPU is situated in some interior location of Punjab. Thirdly, from placements point of view also, Chandigarh university is doing records every year. So, my recommendation is Chandigarh University.

The National Institutional Ranking Framework is a methodology adopted by the Ministry of Education, Government of India, to rank institutions. NIRF ranking system is done on taking ito account different parameters like quality of education, research output, graduation outcome, average packages offered during placements, campus facilities, outreach, inclusivity etc. So sometimes there might be a case when a private college is ranked better than a govt. college.

Chandigarh University is ranked 77th whereas LPU is ranked 99th. But drawing out a conclusion based on ranking is not advisable.

I suggest you to look after the imporant criteria you are looking for in a college and better go for it.
