The counselling procedure is organized in two rounds. The procedure of NEET online counselling is mentioned below:
Online Registration: To participate in NEET counselling, the candidate has to register themselves by filling their basic details. Without registration, candidates will not able to participate in the counselling procedure. After registration, candidates will get a unique USER ID & PASSWORD in registered email Id & mobile number. Candidates have to register with the given user id & password for further procedure.
Choice Filling & Locking: Now, candidates have to select the medical/dental colleges & courses as per their preference. After final selection, candidates have to click on “Save” button & lock their choices. It is necessary to lock the choices.
Result Declaration: Candidates will receive a SMS or email related to the allotted course & colleges after a few days of the counselling process. The seats will be allotted to the candidates on the basis of rank & opted choice of colleges.
Reporting to the Allotted College: After result announcement, candidates have to report in the allotted college and confirm their seat by paying the course fee. In case, the candidate failed to report in the allotted college at the given time frame the seats will be given to the next candidate.
The counseling will be by national and state.
All India quota is 15% and state quote is 85%.
All India council long will be down online and state will be variable, depending upon the pattern of concealing by that particular state.

All India 15% quota is an online counselling procedure where you are supposed to fill the colleges of your choice based on your order of preference.
Once that is done, a merit list is prepared by MCC and you will be alloted a seat in any of the medical colleges that you have listed in your order of preference. 2 such rounds will be conducted for All India 15% quota seats of various government medical colleges.
Similar is the case with the other deemed universities that have been CONSIDERING NEET-UG scores lately.
The forms will be out after a few days and if u are eligible for all India counseling then u can fill it u can fill as many choices u want obviously best college on the top .
Result is announced a 2-3 days later online and the college for which u r eligible and is among ur choices ( choices are filled preference wise ) .
If want to take admission in that college u will have to go to that college and do the required admission procedure even if u want to wait for second round then too u r required to take admission in that college then u will be considered eligible for second round counseling .
And the same process for 3rd round counseling .
U don't need to fill the form each time the form is filled only once .
Rest state counseling will depend on from which state u belong .
I m from Delhi so I know only about Delhi state counseling .

In first round the seats are distributed to top rankers .
The person who is not satisfied with seat of first round can go for second round. And mop up round.

State Quota - 85%
For the All India Quota, anyone can compete and will be online counselling.
For the State quota, the students have to apply in the respective state and the mode of counselling will depend on the state.
Most likely, Counselling will be held in 3 rounds.
