i am preparing for upsc and i will be graduate in next year 2023 but my born year is 2003 so will i able to give prelims next year 2023

The Service Examination is a national wide competitive examination in India conducted by the Union Public Service Commission For Requirement to higher civil services of the government.
UPSC Civil Services Exam Age Limit : Candidate must be a minimum of 21 Years of the Age and must not be more than 32 years of age.
In year 2023 you are not Eligible for the UPSC prelims but in 2024 you can apply for the same. But you have very good chance to make your Preparation up to the mark . Your consistency will help you to perform much better .

With general and EWS - you can make 6 attempts at the age of 32
OBC (with certificate) - aspirant can make 9 attempts , age 32 years+3 yrs

To fulfill the eligibility criteria for UPSC ,you need to be at least 21 years old on 1st August of your year of appearing for UPSC examination. Since you have not mentioned your proper date of birth it would be difficult to provide accurate details, but anyway you can't appear for the Exam because you will be less than 21 years in age in the year 2023, irrespective of your Date of Birth.
So, No you can't appear for the exam in 2023, you can appear in 2024 though if you satisfy the following eligibility criteria:
- You must have a bachelor's degree in any discipline from a recognized university.
- You need to be at least 21 years old to be eligible as on 1st of August of the year in which you are appearing for the exam.
- Maximum age limit : 32 years , also there's 3 year relaxation on upper age limit for OBC and of 5 years for SC/ST category.

Eligibility criteria for UPSC is following:
Candidates must be between age of 21 years to 32 years to be eligible for upsc exam.
Candiates must have a bachelor's degree in any discipline.
According to information provided by you. You will be of 20 years in 2023 . So unfortunately you are not eligible to appear in upsc exam in 2023. You may try next year.
