I am qualified in Jee Mains but I didn't qualified in Jee advanced.Is I am eligible for counseling???

Yes, you are eligible for JOSAA counselling. You can fill NITs, IIITs, GFTIs in your choices. BUt you cannot fill IITs in your choice. You can also use this score to get admission in state engineering colleges.
NIT, IIT, GFTI takes admission based on JEE mains only.

as per your score you are eligible for josaa counselling which is base on jee main paper 1. there is no problem that you are not qualify in jee advance, in josaa counselling nits, iiits, gftis colleges are present.
i hope you have understood.
It's okay if you didn't qualify in Advance.
But I'm sorry to tell you that you are not eligible for further counseling and to get admission into IIT.
But you can surely try for NIT, IIIT or any other private college.
You can easily get admission into other institutions.
