Dear Harpreet, Punjab has Institutional quota which means students who have completed their 10+2 from Punjab are eligible for appearing for Punjab State Counselling. Now that in your case you have completed your schooling from Punjab and are a native of Himachal Pradesh, you are eligible for appearing for both the States NEET Counselling.

Hello student yes from where you done you class 12 boards you'll get domicile of there. In your case like you said you did your schooling from punjab so yes you're eligible for neet state quota of punjab, no matter if your hometown is Himachal pradesh.
