But i have something wrong with my preference list during registration. If i am getting any higher rank nlu can i change it to shimla during counselling. 

No Shubham. Once you get an NLU, you cannot go for the ones which are ranked below it in your preference list. You might upgrade to an NLU which is ranked higher in your preference list but certainly not the one ranked lower. Suppose you get NLU Assam and let us say you have ranked it 10th. Also you have ranked Ranchi as 9th while Shimla as 11th preference. Then they might give you an option to upgrade to NLU Ranchi if there are any vacant seats in that NLU. But you would not get to go to NLU Shimla since it is ranked lower in the preference list.  This is just a case scenario, but I hope you understand what I am trying to say.  You can comment down if have any more queries.
