In 2018, the West Bengal MBBS cut-off for government medical colleges varied between 479 to 563 for general candidates. If the same trend continues this year too, then you have a good chance to get a seat in a government medical college. In Kolkata, the government colleges that you can get are:
1.) Calcutta National Medical College
2.) ESI PGIMSR, Joka
3.) College of Medicine and Sagar Dutta Hospital, Kamarhati.

Congratulations on your great score in NEET 2019. With 511 on the board, although it's a bit tough to get a set in the heart of Kolkata, but as far as the District colleges are concerned you might just make it through to :
1. Maldah Medical College and Hospital
2. Murshidabad Medical College
3. Burdwan Medical College
As per the trends in 2018 and 2017, with a score of 511 you would have easily got a seat in one of 5 best govt. medical colleges in Kolkata.
But, since 2019 may turn out to be a rollercoaster owing to the fact that the number of examinees drastically increased as well as a bit easier level of question paper, the cutoffs might give the candidates a shock.
