I am scoring 538 marks in neet 2020. Do I have any scope for government medical college anywhere in india?

You have not mentioned if you have a Category reservation.

Based upon the previous year's cutoff, for the General category, it seems to be difficult to get into a government medical college through AIQ quota except for the Koppal Institute of Medical Sciences from Karnataka which had a cutoff score of 409 in the previous year.

But the cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level of the question paper, total seats available. So do try even in colleges where the cutoff is more, but around your score.
