I am student of Btech 1st year in Uttrakhand Technical University and I want to change my college or university. Currently I'm in College of Engineering Roorkee and I want to chane my college like choosing HIT-K, Vit bhopal or BIT patna etc. Is it possible to take admission in direct 2nd year?

No, you can not just take direct admission in 2nd year. You have take admission in the 1st year only if you are changing your current college and taking admission in any other college.
