i am studing in nagpur agriculture college through icar .can i transfer in kota agriculture collegr . if yes than how?

Yes, you can transfer, if the both institutions come under icar affiliation. Otherwise it will be more difficult. Because transfer within the university colleges will be easy. You should also have good academic background. So maintain that too.
