Yes you are eligible for TANCET.

Those candidates who are appearing for the final semester/year of examination during April/May 2019 will be able to participate in TANCET.

Other eligibility criteria are:

All candidates should have completed their B.Tech/B.E. from a recognized institute in the relevant field. Those candidates who have completed 10+2+AMIE or 10+3 years diploma (awarded by the State Board of Technical Education) + AMIE will also be termed eligible for TANCET 2019.

AMIE candidates are not applicable for appearing if they are in final year of their course this condition.

TANCET is the state level examination which is conducted by the government of Tamil Nadu. Candidates who have qualified the GATE they need not to appear to TANCET examination. This exam is conducted for the admissions of M.Tech, M.E, MBA, MCA, M.Arch, M.Plan.

Eligiblity : Candidates who have completed their graduation or who are in the final year of the graduation can apply for the TANCET examination.

Pass Percentage for the exam: For General and OBC candidates should score 50%, For SC/ST candidates should score 45%.

Candidates from other states can also apply for the TANCET. Last date for applying is 25th april 2019, candidates can register through the TANCET official website.

Exam fee for the OBC students is INR 500/-

Exam fee for the SC/ST students is INR 250/-.

yes you can give TANCET this year if you want to study in anna universirty for your masters. the application starts in april and you will be done with your BE till then. All the details regarding this exam are available on careers 360 website.
