Yeah. You will be eligible for UPSC after completing your computer science engineering course. Even in the final year of final semester you can apply for UPSC. Basic eligibility for qualifying for UPSC is

Must be indian
Must be atleast 21 years old
Must have graduation in any of the field from recognised university
Must have atleast 50% in your graduation
