Dear Aspirant,
It is a relative question and depends upon the choice of the student. Most often engineers and doctors who choose to do IAS are actually never wanted to be a doctor or engineer or either forced by their parents to become one or maybe they were not sure of what they want to do in their life.
However, in your case, if you are sure about IAS then do not go for engineering or doctor for the sake of some people who have done IAS this way. Most of the IAS are BAs or BSCs, etc. So if you are sure about IAS then try to score 90% plus score in your 12th and get admission in DELHI UNIVERSITY. After that, you could prepare for IAS side by side to your DU course. Join either chemistry or physics or mathematics Hons.
Join some coaching in the second year and from there prepare for IAS. Hope this helps.
