No, you have to first complete your graduation then apply for the exam. According to CDS eligibility criteria , candidates applying for the exam must be 20 to 24 years. Candidates, who have passed or yet to pass their final year examination are eligible for CDS exam. The eligibility of candidates are verified at the time of document verification. The CDS 2 exam will be conducted on November 18, 2018. The application form will be released on August 8, 2018.

No, You can't because you have to submit your passing certificate of graduation. You can appear in your final year by getting a letter signed by your director that the candidate is yet to pass the final year examinations.

the basic requ of upsc is the person must be graduate from any recognised university andvage should be in between 21 to 30 year
should be citizen of india
so dear u can clearly see that you are not eligible for CDS exam because you are in second year so you should have to wait for some times.
