Some colleges don't take admission directly into 3rd year from 2nd year and usually take an admission granted test to see if you are eligible to get admission into their university's Bsc 3rd year.

hello every university have its own policy regarding accepting new admission through transfer . though i am sure that you can transfer college with in same university but changing university and even state is whole different process they may consider your admission where you have to start from the very beginning or they may not even accept i would suggest you to talk to management or admission department of Gujrat university
