there are few things about scholarship in vit website, there is no specific details for maharashtra or anything else. they give scholarship based on only merit.

The scholarship is given like this:

Toppers of state and central board - 100% fee waiver for 4 years

VITEEE rank 1-50 - 75% fee waiver for 4 years

VITEEE rank 51 -100 - 50% fee waiver for 4 years

VITEEE rank 101-1000 - 25% fee waiver for 4 years

the other scholarships are if you get the top mark in your dept, there are some concretions in the upcoming year
