I am the student of class 9th I also preparing side by side for upsc exam but when I was young I have an accident. In it my hand's elbow bone was broken but now it's ok! by a surgery. So my question is that I want to become a IAS officer so, can I appear for upsc exam?

There are no physical standards mentioned by UPSC for which an aspirant can't become an IAS officer. So with a elbow broken, its not a serious concern as you are heathy at this moment. As a result, you can obviously become an IAS officer provided you have to qualify the UPSC CSE with good score.
