Yes dear you can definitely upgrade your branch to IT from MAE.For that you should have to be in top three of your branch because only three students are generally allowed after first year for branch upgradation.So,try to keep in top three.The form for upgradation will be available on official site.

Initially IGIT  was affiliated to GGSIPU, upgradation was there owing to the difference between the number of students paid the fees and the number of them joining the institute.

Now since IGIT has become a university , IGDTUW and the entrance exam for it is JEE (and not IPU-CET as before), chances are less that people backout once they grab this college and also the rules might have changed which need s to confirmed.
