Hello aspirant.

Yes, even if you have a Delhi domicile, you can apply at any medical college in private medical college through Bihar state counselling through management quota as Bihar is an open state.

The previous year cut off for this college is 395 and the yearly fee is around 8.25 lakh per annum.
