I am unable to apply for bcom in patna university , bcz it shows this course is currently unavailable. what can i do ?

There's a chance that the servers are overwhelmed.
I would recommend you try applying again after sometime. If the problem persists, try getting in contact with the office staff through the provided email or contact no.
I believe the lockdown might be one of the reasons why maintaining servers and getting in contact would be difficult.
