I would suggest you to go for Delhi University.As Delhi University colleges has societies like debate club,etc. that will help you to make your communication skills better.
Colleges of Delhi University has one of the best humanities professors in India.
So you will definitely get a good basic in general studies and prelims paper.
You can also join some help club where you will get to know about the problems in our society,you can help needy people by educating their children,etc.
I actually mean to say that all this will help you during UPSC Preparation.
If you have got good percentage in 12th ,then definitely go for Delhi University.
IP University is definitely a good university but if you are comparing it from Delhi University.Delhi University is a better choice.
