The only answer according to me is
Practice, Practice, Practice !!!
The more you pratice the more you you will ace at solving problems.
All the formulae of should be at the tip of your pen, so that you don't waste time on recalling the formulae
Try to understand the question and find out important part of it and apply appropriate formulae.
You can also do guess work if you are 70% sure of your answer, but then again you need a lot of of practice for that.
And along with developing speed, you need to increase your accuracy as well.
Don't waste your time on solving difficult question, first attempt the easy questions, then go for moderately difficult and then the difficult questions.
Try solving as much as previous year papers and mock test as you can in the alloted time.
