I applied for gate-2019.payment is shown as successful but money is not debited from my account.Should I apply again with the late fee?

That means that the payment has not been done. Call up the customer service of your bank and cross check. Advise you to pay again. If it is a second payment, it will be refunded so you dont have to worry on that account. All the best!
